The PoE-Powered USB-C Charging Station uses power over ethernet to charge as many as three iPads, Android tablets or USB devices.
The Charging Station is a “power only” solution. It does not provide a data connection.
The Charging Station is ideal for use in situations where you wish to locate the tablets and/or USB devices away from an AC outlet and a wired data connection is not required.

Yes. Apple specifications for USB-C iPads and iPhones state that 15W will keep a USB-C iPad or iPhone charged.
It is OK to use either a USB 2 USB-C cable or a USB-3 USB-C cable. It is preferable to use a cable that is 5 feet long or less. If using a longer cable use a cable that has been USB-IF certified. (As cable length increases the voltage that reaches a device will drop.)
